AQ Fireplace/Heat Pump Changeout Incentive

Replace your old wood- or pellet-burning device with a new, cleaner option// including a new hvac heat pump! The Fireplace & Woodstove Change-Out Program helps reduce particulate matter that comes from older wood-burning devices that contribute significantly to air pollution in the Valley during the Fall and Winter months. The replacement of existing gas and electric heating devices are not eligible under the program.

The eligible incentive amount is based on the physical address, or device address, of the old wood-burning device that will be replaced through the program, and whether the residential property is in an area that has access to piped natural gas.

Participation in the program occurs in three phases:

  1. Voucher Application – Submit a complete application and all required documents to the District for voucher approval.
  2. Voucher Approved – Present your approved voucher to a participating program retailer and purchase and install your new device.
  3. Voucher Redemption – Redeem your voucher by submitting a complete Claim for Payment Packet to the District, and the District will reimburse you for eligible costs, up to the approved voucher amount.

Package Unit Rebates/Incentives

30% of project cost (up to $2,000)
Program – residential 
Federal Tax Credit – Air Source Heat Pump

Buy on or After January 1, 2023
Buy on or Before December 31, 2032
Claim By December 31, 2032
More Info 

Any combination of heat pumps, heat pump water heaters and biomass stoves/boilers are subject to an annual total limit of $2,000
Can be combined with other utility rebates.
Must be an existing home and principal residence
New construction and rentals do not apply
Principal residence can be a house, houseboat, mobile home, cooperative apartment, condominium, or a manufactured home
The overall total limit for an efficiency tax credit in one year is $3,200
Total limit of $1,200 for any combination of home envelope improvements (windows/doors/skylights, insulation, electrical) plus furnaces, boilers and central air conditioners.


Split System Rebates/Incentives (Upon Availability of Funding)

*Starting at $1,000 Incentive:

Project Eligibility 

*Beginning July 15, 2025

  • Eligible Building Types: Individual single family residences, including:
    • A residential property with a maximum of one dwelling units.
    • An accessory dwelling unit (ADU) or junior accessory dwelling unit (JADU).
    • An individually owned mobile or manufactured home that:
      1. Is on a foundation.
      2. Does not have an axle or license plate.

Please note that the previous definition of projects affecting 1–4 dwelling units no longer applies.

  • Eligible Project Types: The customer must be replacing a non-heat pump system with a qualifying heat pump HVAC system.  
  • Eligible Dates: Projects initiated on or after July 15, 2025 are eligible. The Customer Agreement to TECH Program Terms & Conditions must be signed on or after July 15, 2025. Projects initiated or invoiced before July 15, 2025 will not qualify. 
  • Eligible Terms & Conditions (T&Cs): The Customer Agreement to TECH Program Terms & Conditions will be updated on July 15, 2025. Customers must complete the updated version in order to be eligible for incentive funds. The updated version includes key updates pertaining to the time-of-use (TOU) rate enrollment agreement, and the addition of a tenant protections notice.

Air-Source HP HVAC

  • Contractors must enter in the ENERGY STAR® ID in the Iris material selector, not the AHRI ID. Claims with the AHRI ID provided will be flagged for corrections.
  • You may use the Heat Pumps | The Switch Is On Product Finder to identify or check the eligibility of HVAC equipment:

Thermostat Rebates/Incentives: PG&E Smart Wifi Thermostat Rebate

If your project includes upgrading your thermostat to a Wifi enabled thermostat, PG&E offers a Rebate on qualified thermostat products. For a complete list of qualifying Wifi enabled thermostats, or to find out more on how to apply, visit PG&E’s Website.
